Blokzinciri Teknolojisinin E-Devlet Uygulamalarında Kullanımı: Ön İnceleme

Abstract

Blok zinciri (blockchain), merkezi olmayan ve sağlama (hash) süreçleri ile değişmezliği garantilenen işlem kayıtlarının takibini sağlayan bir teknolojidir. Bu teknoloji ismini kripto paralar (crypto currency) ile duyursa da, üzerinde geliştirilebilecek sistem ve uygulamalarla gündemdedir. Birçok finans kurumu, bu teknolojiyi aktif kullanmak için çalışmaya başlamıştır. Birçok ülkedeki e-devlet uygulamalarında bu teknoloji denenmeye başlamıştır. Bu çalışmada; blok zincir teknolojisinin e-hükümet (e-devlet) uygulamaları konusunda şu ana kadar yapılan belli başlı çalışmalar incelenerek sunulmuştur. Devlet yönetiminde blok zinciri uygulamalarının potansiyel yararları ve bu uygulamaların olası etkilerine değinilmiştir.

Blockchain is a decentralized technology that keeps track of the transaction records which are guaranteed to be immutable with the hashing processes. This technology got famous with the cryptocurrency, however it remains on the agenda with the systems and applications which can be developed on it. Many financial institutions started working on this technology to use it actively. Many countries started testing this technology in the e-government applications. In this study, selected studies about using the blockchain technologies in egovernment is examined and presented. The potential benefits of the blockchain implementations in the governments and the possible effects of these implementations is discussed.
