Kalkınma Sürecindeki Toplumlarda Politikacının Ahlaki Çıkmazı

Abstract

Politikacıların sorumlulukları diğer meslek gruplarından oldukça farklı bir önem göstermektedir. Politikanın doğası gereği politikacıların uyması gereken etik kurallar da farklılıklar gösterir. Politikacıların şahsi gündelik yaşamlarında, mutlak ahlak kurallarına uygun yaşamaları olumlu bir özelliktir. Ancak ülke yönetimi ile ilgili kararlar alırken ve ülkeyi yönetirken hangi ahlak anlayışını benimseyeceği söz konusu olduğunda ortaya sorunlar çıkmaktadır. Politikacıların sorumlulukları yönettikleri toplumlar olduğundan politikacılar sık sık ahlaki açmazlara düşerler. Yoksul ülkelerde genellikle ülkede yaygın bir şekilde yozlaşma vardır. Ülkesinin gelişmesi için mücadele eden politikacı, yozlaşma ve yozlaşmadan menfaat sağlayan kesimlerle de mücadele etmelidir. Ancak yozlaşmış kesimlerin çıkarlarını korumak için giriştikleri mücadelede etik değerlere itibar edeceği pek beklenemez. Politikacı ise davranışlarının ahlakiliği konusunda bir açmazla karşı karşıya kalır.

Main argument of the article hâ s been based on the claim that every kind of professions have their own ethical rules even politics. Responsibility charged on the politicians has a different importance than the other profession groups. So, ethical rules and norms which must be obeyed by the politicians are different because of the nature of the politics. In their daily life, personal attitudes and values of the politicians might absolutely be in an ethical way but, when it comes to take decisions about the national politics and administration they might faced with some problems. Which approach they will employ in the name of ethic becomes much important. Their responsibility is for and to the society and the point also produce a dilemma for the ethical preference of the politicians. In poor countries, there is a wide corruption and, the politician is expected to struggle with the corruption and corrupted groups. But since the groups or the society as a whole have benefited from corruption how the politician defends and represent them in an absolute or universal ethical way? That is the dilemma!
