Türkiye’de Savunma ve Kamu Düzeni - Güvenlik Hizmetlerinin Geleneksellik Endekslerinin Hesaplanması

Abstract

Bu çalişma dişsallik yaratan savunma ve kamu düzeni-güvenlik hizmetlerinin geleneksellik yapilarinin incelenmesi amacini taşimaktadir. Hizmetlerin geleneksellik yapisi, Türkiye bütçesinden ayrilan harcama değerlerindeki kararliliklarina göre incelenmektedir. Gözlemlenen dönemde harcama değerlerinde düzenli olarak artiş veya azaliş gösteren hizmetler, geleneksel yapiya sahip olmaktadir. Gözlemlenen dönemde harcama değerlerinde değişiklikler gösteren hizmetler ise, gelenekselleşen veya geleneksellikten uzaklaşan yapiya sahip olmaktadir. Çalişmada Türkiye bütçesinde yer alan kamu harcamalarindan savunma ve kamu düzeni-güvenlik hizmetleri, dişsallik yaratan hizmetler olduğundan, bu hizmetlerin geleneksellik yapilari incelenmiştir. Bu amaçla savunma ve kamu düzeni-güvenlik hizmetlerine ait alt hizmetlerinin 2004 ve 2010 yillari arasi harcama değerleri elde edilmiş ve bu harcama değerlerine göre tüm hizmetlerin, birikimli harcama deneyim endeksleri hesaplanmiştir. Hesaplanan birikimli harcama deneyim endekslerine göre, tüm hizmetlerin birikimli harcama deneyim fonksiyonlari oluşturulmuştur. Oluşturulan birikimli harcama deneyim fonksiyonlari ve geleneksellik endeksleri yardimiyla, dişsallik yaratan söz konusu hizmetlerin ve alt hizmetlerinin geleneksellik yapilari incelenmiştir. Söz konusu hizmetler harcama yapilarina göre değerlendirildiğinde, çoğunlukla gelenekselliğini koruyan hizmetler olarak bulunmuştur

This study aims to examine the traditionality structures of defense and public order-security services that create externality. Traditionality structure of services is examined according to the commitment of expenditure values which are allocated in Turkey’s budget structure. During the observed period the services which increase or decrease regularly in the expenditure values show a traditional structure. The services showing the change of expenditure values at the observed period has a structure getting traditonal or moving away from traditionality. Since defense and public order-security expenditures create externality, this study aims to analyze traditionality of these expenditures in Turkish budget. In order to do that, data regarding defense and public order-security expenditures have been collected and expenditure experience index has been calculated. Using expenditure experience index, expenditure experience functions have been constructed for all the sub-sectors of the defense and public order-security services. With the help of those expenditure experience functions and traditionality index, the structure of mentioned services creating externality have been analyzed in a detailed way. The results showed that both services, including most of the sub-services, preserve their traditional structures in Turkish budgetary system
