SİYASET VE İKTİSAT İLİŞKİSİNDE BÜROKRASİNİN IvKONUMU: PASİF DEVRİMİN SÜREKLİLIGI

Abstract

Siyaset ve iktisat ilişkisinde tartışmaya belirleyicilik sorunu girer. Onun ötesinde siyasetçiler ve bürokratlar ilişkisi girer. Soruna meşruiyet sorunu olarak bakıldığında siyasetçilerin meşruiyetini seçimler sağlar. Bürokratlar da siyasetçileri her zaman yanlış yönlendiren kişiler olarak görülür. Türkiye özelinde bir çok siyasetçi tartışmaya "bürokratik oligarşi" terimi ile katılmıştır. Siyaset--iktisat ilişkisinin temel sorunsalı Marksist terminolojide çeşitli varyantlardan geçmiştir. Sonunda iktisat ile siyaset arasında etkileşim sorunu kabul edilmekle birlikte, bir üretim tarzından diğerine geçişte iktisat hep belirleyici olmuştur. Bu makale bu sorunun üretim tarzı içindeki özgün bir sorunsalını ele alarak pasif devrim kavramı çerçevesinde temellendirmektedir. Bunu yaparken, Weber, Gramsci ve Manheim'a başvurulmaktadır.

The determinism problem enter to discuss in the relation between politics and economy. Beyond that enter to discus the relation of politicians and bureaucrats. The elections provide the legitimating when it was looked in view of point of the legitimation problem to the question. The bureaucrats also are seen as the persons always directing wrong the politicians. Especially in Turkey mostly politicians are participated to discuss with the bureaucratic oligarchy term. The main problematique of the relation of politics and economy is passed from different variants in Marxist terminology. Together if eventually the interaction problem between politics and economy is accepted, the economy became determining in the transition from the mode of production to the other one. This article is based on the framework of passive revolution concept taking to hand original problematique within the mode of production of that question. While it makes that, it is applied to Weber, Gramsci and Manheim.
